missing chapters in Factory Service Manual

I just got my '98 FSM CD from Geno's. I am noticing there are some chapters missing from the Table of Contents. Was this intentionally done by DC?
No chapters 4, 10, 12, 15, 16, 17, 18, 20
This is the first CD FSM I've bought. I've bought 3 other paper copies for other DC vehicles, just never noticed this numbering scheme.
I still have one of the paper copies, I'll check from home later.

Do they have the gasser stuff, or just the Diesel stuff?

Maybe the missing chapters are things we oil burners don't care about?

The one I have for my 97 is missing chapters, but has all the stuff for all the gassers systems. Must be a DC metric counting system

The way Dodge numbers its sections refer to specific truck areas. They are the same in manuals, warranty books, and bulletins, etc. So, in Dodge publications, 5 is always brakes, 8 is always electrical, and so on. The numbers you mention have never been used as far as I know, except 18 which is Drivability. This section (18) only applies to service bulletins, as a drivability problem would be diagnosed in a service manual section such as Fuel (14), Electrical (8), or Emissions (25).
