This have a 46RE or a 46RH in it? either way I think it is a govenor problem. If it is a RH the mechanical govenor needs to come out and check for binding and a worn sleeve that it rides in. If it is a RE then it needs a govenor pressure sensor and solenoid. A shift kit would be a good thing too while you are there.

From: North Carolina or Kentucky. Take your pick
The 96 has a electronic governor. Most lilely is gov pressure solenoid sticking and not allowing gov pressure to build satsifactory. Genrelly replace solenoid and transducer as a pair. It is generally difficult to determine which is causing problem. Droping pan to replace two components will give opportunity to inspect for debris and adjust bands.

The early trans had problems with the inner lip seal in one of the drums shrinking. The only way to fix it is to rebuild, and use the updated aftermarket gasket set.

I might be way off target...

...but my buddy had a work truck, '95 gasser, that didn't like to shift until it warmed up...

changed the filter, and all was good.
