I am not sure if yours has a hand prime pump like my 94 , if it does, then hand prime it ,keep pumping till you hear almost a squeaking sound or pump it at least 10 times then a few seconds with the starter , if that doesn't do it after maybe as many as 3-4 cycles, manuly opperate the fuel shut off as next step , also check out user cp and fill in truck info in signiture so that it is easyer for everybody help.

Have you tried "Bumping the starter"?
(Turning the key to the ON position, then for a split second, turning to the START position)
This should energize the lift pump for approx 30 seconds, allowing it to refill the filter canister.
Try doing this 4 or 5 times, allowing the pump to run for it's full cycle each time.

If this doesn't work, you may need to 'bleed' the fuel lines to the Injection Pump and the Injectors.
We can give you those directions too if needed.

For future reference:

Could be, too, that the lift pump is dead and not refilling the filter housing. When I do a filter on these trucks, I bump the starter to energize the lift pump, then hold in the schrader valve at the injector pump to force out the air. At this point, you should feel air and then fuel come out the valve under pressure.

Alright I got it. I had to cycle the lift pump 10 or more times before it would start. That is a good idea about the schrader valve, I'll do that on the next filter replacement. Thanks for everyone's help.

If it took you that many times to prime the system, I would definitely check the health of that lift pump! You should not have to bump it that many times.

Always a good idea to fill the filter housing as much as possible with fresh fuel before putting the new filter in. Never had a problem getting the truck started...And Ive never had to bump the starter more than once.

Although the manual states that you do not need to fill the filter bowl with fuel after replacing the filter let common sense be your guide. Fill the bowl and it will start right up every time.
