95 12v won't start, just replaced transfer pump

I have a 95 12v and i just put on a fuel transfer pump. It ran with the old pump in but it was leaking fuel out of the weep hole. so i got a pump from the local cummins dealer. i bleed the low pressure line on top of the fuel filter housing and tried starting. wouldn't start. then i cracked the high pressure lines to the injectors and turned over the started to get the air out if there was any and it didn't seem like any air or fuel came out. it still wont start. does anyone know why it wont start.

I would check the fuel shutoff solenoid and see if its disconnected or not working. If it ran before and not now, I would check that first.

you still have air in the lines, make sure all the air is bled out of the filter and use the hand pump on the lift pump, then crack 3 injector lines and crank untill fuel squirts out. It'll probably run at that point, if not repeat on other 3 lines
