Blow-off valve question..

Blow-off valve question..
I had a blow off valve installed on my truck, actually the pipe from the intercooler to the horn/intake.. I was told it had an 11lbs spring.. My problem is i cant get it to blow off for anything, all i hear is the turbo barking..
Is it in the wrong location, am i doing something wrong, should there be a boost line pluged into it??

If the one that you have is a normal style BOV for a car it will not work. Those use a vacuum "signal" line from the manifold to actuate. A Cummins doesn't make any vacuum in the manifold due to it not having a throttle body or anything to apply restriction in the intake tract.
