Here ya go. So you think they won't do it ha!!! Well here is how they will, and in the Left coast state of Kali, you can see that they already have. I can only hope that if we get our act together, some how, some way we can stop this before they take our trucks away completely. Or throw me in jail for tampering.

it still exempts diesel over gvw of 8501lbs, until they figure out what to do with those. chapter 739, page 7, sec. 8 states the exemptions. but i am sure that if any state can figure it out, it'll be california.

I could raise my GVW way up and not have to worry about it in the future either but here in Va your property tax doubles if you do that. My tax was already a ridiculous amount this year because the state went by the MSRP to figure it....
My EW and GW are only like 300lbs different in order to get me under the 7500lb limit for this. The girl at the DMV laughed as she set it up this way for me....

If you look at the other link, they are looking into making it for GVWR 14000 and under.

The 05 will not have to meet 08 emissions. but you know they will do a visual and look for the CAT. They will, I'm sure, set a standard and like other states if the smoke is to thick it will fail. Pretty sure if you have injectors and programmers you will have to either remove or turn down. I did see on one of the articles I was reading that they are looking now to the manufacturers for sensor values etc. so they can plug into the obd ports and see what has been recorded. If they see let's say a constant value for the DPF that never changes, you can be sure they will suspect it has been off and a kit has been used to fool the computer. Not sure what they can do to you if they suspect this, but the whole idea is so "communist" to me that it is scary!
