A few places to check.
Clockspring in steering wheel
Connection to cruise module under driver side battery. Also the cruise module and vacuum lines are often damaged from battery juice.

Seems like I've a similar problem for years now. In cold weather only (all is fine during summer months) the cruise sets on target, but then increases speed to well above the speed limit (actually been ticketed once because of this). The only way I can beat it now is to set it well below the speed limit then drive at higher speeds for 5 to 10 minutes after which I can reset the cruise to the desired speed. To date, I haven't found a solution to this. Also, about 2 weeks ago the CRUISE idiot light on the dash no longer lights, but the cruise continues to work in the manner described. Perhaps someone may have some hints/fixes about this behaviour.
