On my 99 the OverDrive doesn't enter until trans fluid has reached operating temperature, this a safe feature on this trucks. (this is explained in the owners manual) also on mine OD doesn't engaged until I have drove it a bit.
when it's cold, it shifts a little hard until i drove a few miles, then shifts more smoothly. 85k miles on mine

Punctuation. Anyways, these tranny's have a habit of slow, delayed shifting when cold.

100% NORMAL. Most vehicles won't engage O.D. Until the trans reaches a pre set temp. This is to prevent lugging the motor when cold. I had a 99 Blazer that would rev high on the road when cold. I could watch the temp gauge, and it would drop into O.D. at exactly the same temp every time. Just like clockwork! Perfectly normal!

Normal. I read 75* on fluid temp to allow 3rd locked or 4th and or a speed of 50-55mph will override the temp and shift. Built in safety so baby it for about a mile and then you should be golden. But don't romp on it until it's up to temp.

The test for me that my tranny is bad and needs rebuilt/replaced was once the trans is up to temp on a small grade locked in 3rd I punched the throttle but didn't allow the up shift to 3rd unlocked or 2nd but a solid locked 3rd gear. I felt a thump thump thump of the torque converter slipping. I had (hindsight) thought the tranny might be slipping in 4th locked but wasn't sure. Now I am. I had the trans serviced and bands adjusted less than 7000 miles ago and they said (dealer) everything was in tip top shape but since then is when I'm having problems.

I'm not really modified with only an EZ but it will slip my 47re with no load in truck or tow. 80,000 miles on the clock and I'm looking to replace/rebuild it in about a month or so.

As for your stop and start it sounds like mine. Sometimes I get great power from the line, other times I don't. But watching the revs of the tack and the shift of the trans don't really move it tells the story.
Good luck.

Check the fluid. Commonly, cold trans will drain the pan and cause slip. The cure is another half quart of fluid.

Be sure to check levels on the backside of the dipstick.

Yes! The front of the dipstick isn't very accurate from what i have experienced. The back side will read true. Remember to check while in neutral.
