What purpose do all the complications serve ??
Many applications of the VE-pump have only a simple lever.
What is the pin that sticks up for ??
When completely assembled, that pin has a spring around it.
What purpose does the bolt in the slot have ??

That pin is for the breakover spring, the pin in that photo is also about halfway worn thru, I would guess the spring was also, if not broken off. That lever with the pin is about $75.00 if I remember correctly. You can braze that pin and file it to the original diameter if you want to save some bucks. Wear like that affects the idle setting, throttle travel (sloppy) and transmission TV-Cable settings. The rectangular breakover spring rest get's worn also. The breakover spring is reasonable to replace IIRC.
