Is the VGT turbo off the 6.7L's any good? Why couldn't you remove the electronic wastegate actuator and block it off to make a non-wastegated turbo? Is the actuator the only thing that makes it non-desireable? These turbo's seem to be plentiful and CHEAP.
Do a search on here, the 2nd gen forum specifically, there are a couple people who have done the conversion and documented it. But they basically used a normal wastegate actuator or just some type of spring to control the vanes. So basically you're using the drive pressure pushing against the vanes to open them and the spring to counteract the drive pressure. So you really have to play around with different spring rates to get it right. Also If I remember right the volume can go from something like 6cm to 23cm, so its a pretty large range.

Here is a video on the he351ve variable. Yes it is something lioke 5cm full closed to 25cm full open approximately from what I have read.

That means you could just set it and forget it to say a 12cm housing if you wanted. Some guys are controlling the lever with a wastegate actuator. The more boost you build the more the vanes open reducing your drive pressure with increasing rpm. It would be primitive but I think it would work good. When you are off the throttle it would probably work like an exhaust brake as well if you set it up so 0psi= fully closed.

If you did that and had the spring loose enough to where it would spool, it probably wouldn't stay closed to actually work as an exhaust brake. As exhaust brakes make upwards of 40-50psi of back pressure during braking. So you would need something else that would force the actuator closed to do exhaust braking. IMHO
