12 valve conversion

what does the steel line coming out of the housing between the timing cover and power steering pump do ?

Got a picture? Can't say I have ever seen a line. The only thing I am aware of back there is the engine timing pin.

On edit, you don't mean the vacuum pump, do you? If so, there is an oil supply line from the block to feed the vacuum pump pressurized oil for lube. It dumps back into the engine thru the timing case.

that's what I was thinking it was but wasn't sure there is a braided oil line running to it so it that's so this steel fitting would have to go to whatever it runs correct ill see if I can get a pic I don't need to use it was just curious if I can block it off and not hurt anything

the freightliner dump truck we have has the same engine so I went to compare nit it has an air compressor in the same place so I couldn't compare

No, if you need the vacuum pump, you need to feed it oil for it to survive.

If you are getting rid of the pump, then you can plug it off at the block.

I don't need but but correct me if im wrong its still going to be turning regardless if im using it so I should keep the oil line hooked up and just block off the vacuum port im thinking

Yep, rubber cap will work just fine. There is a 4BT specific PS pump that has the gear on it you could swap and remove the vacuum pump totally, but they aren't real common, fleabay usually has 1.
