There are two main causes for this. The first is easy and cheap, the second not so easy but less common. Most likely the diaphragm in the lift pump is torn and the fuel is getting in that way, it will take you about 45 minutes and cost you around $60 to replace the lift pump. The next most likely culprit is the front seal on the injection pump, which is more involved but less expensive.

If you want a genuine Cummins pump $95 is normal. Aftermarket ones at chain auto parts stores are around $60, and usdieselparts.com sells a Delphi unit for around $40 after shipping.

I paid $80 or so a few years ago for a "genuine Cummins" lift pump. Opened up the box, and it was the exact same Carter pump I could have bought at the local parts house for $15 less, plus saving a 2hr round trip. The guys at Sikeston are crooks the same as the dealer.

Change the lift pump first, it's much more likely and it's a whole lot easier.
You can get the injection pump seal from a diesel fuel injection shop.
There are several threads on injection pump R&R.

I've seen them for $45. Type the part number in the search box and it comes up, or did a few months ago. I have been told they are seconds, but if you get one that doesnt work, he swaps them out reasonably.
