Lots of reasons a registration may not go through....

Profanity in a user name...or email address that looks like a scammer...possibly even a computer glitch that caused the software to kick it off. I don't recognize the name, so frankly I have no clue when or why.

Tell him to try again.

 

Could be as simple as he hasn't responded to the registration email yet.

His email server might have marked it as spam, and put it in the spam folder,
or he gave a false email, or just typo'd his email address.

If the confirmation e-mail was marked as spam, it might be in his BULK ITEMS folder.

 

Update:

Saw him in the new user queue. He was approved, and all he has to do now is look for his confirmation e-mail and click the link contained in it.
