single wheel spacer?

did the brakes on my truck the other day and found a wheel spacer on the passager side. but not on the drivers side.
pulled it off, ran the truck for a bit and noticed that without the spacer there is a 3* gap in the steering system. put it back on and the gap disappeared.
has anybody else seen or had this done? both of my trucks have this modification. is it a bandaid or is there a better way to do it.

Many people have removed the spacer and noticed absolutely no difference.
Many times the spacer will get stuck to the back of the rim and moved to a different corner, again with no difference.

#1 cause on 4X4's is a bad track bar.
