The year and some general info on your truck would help.

Are you sure you do not have a leaking intercooler or a hole in an intercooler boot? Or maybe a loose clamp?

Sorry about that when I updated my profile I thought it would show here but I have a 2001 with a 63/68/12 smeding turbo 100hp 7x.010 injectors a super chips cortex tuner a fass 150gpm a hot rod vp44 and a K&N cold air intake along with glow shift gauges and the man who had it before me bored it out slightly but I’m unsure if that would affect anything

Sounds like you have plenty of fuel to boost things well past 20 PSI at WOT.

Start by looking for leaks. The two lower boots at the intercooler. tend to get worn through by the inner fender on the 2nd gens often.

Ok, would it be possible that it is also a boost fooler issue as I’m unsure if the cortex tuner I’m using has one.

What do you mean? A boost fooler that actual doesn't have to fool your motor, because your actually not building much boost?

I am assuming you are using your Glow shift gauge that is mechanical and will read the pressure the motor is actually getting.

Just finished checking and I couldn’t find any leaks in my piping

Yes I was using the glow shift gauge and I checked it with soapy water and a air compressor

Did you check in the intercooler for leaks too?

Also you might want to check the waste gate on the turbo is working.

The wastegate is functioning and per smeddings website it set from 36-40 psi from factory so I’m thinking it’s something electronically wrong but I’m not sure what could be the issue

Does it make any smoke under WOT?

Have you checked the fuel filter?
What is the fuel pressure at the injection pump?

It does smoke before WOT depending on how it’s being drove and fuel filters were recently replaced currently waiting on a adapter to come so I can get a fuel pressure reading

After going to Hollie's Superchips web page and found no match, I'd suspect you may have the wrong tuner. Also, I wouldn't trust a Glowshift gauge to be anywhere near accurate. Just my experience. My cheap pathetic Hyperchips Max Energy bumps it up enough to keep throwing an over boost code. Stock engine except I replaced the HY turbo for an HX.
