Can a catcher or a smarty lower your egts?

 

well the catcher i am refering to just so happens to be for a 99 auto like mine. the guy said it has been re-flashed so it doesn't have tons of low end smoke and the throttle isn't as touchy. he said it is the same as smarty sw#9. is this possible? if so it seems to be a good deal since i would only use smarty on #9 anyhow. thanks
