Stutter (Miss) and Cut Out

My 02 (108000 miles) has developed a slight stutter when I accelerate. I am getting P0236 code. I have seen different explanations for this code (does anyone know what it means?). I have new LP and VP44 (9K miles ago). I have fuel pressure gauge but have yet to install. I am going to change fuel filter this afternoon. I did have a K and N filter but I removed this after fear of oil in system. I have also noticed that the truck would sort of buck (cut out) at about 2200-2500 RPM under hard acceleration (been doing that for some time). Any thoughts and suggestions would be appreciated.

For the code meaning go here: https://www.dieseltruckresource.com/...n&onlynewfaq=1 It is possible the wastegate is sticking or stuck.
For the rest of it, Sounds to me like you need to check fuel pressure ASAP.
