Would someone please explain how to replace the fan belt on a 1999 24Valve Cummins? Is the idler spring loaded and do they stick as I cannot move this one. Thanks

It is spring loaded. I haven't run across one that was stuck. Put a breaker bar (I use a 1/2" bar with a 3/8" adapter) in the square hole and pull the bar towards the passenger side fender.
