My '99 takes 11 qts with an oil filter change to hit the high mark on the dipstick.

Drecu, I'm not a cummins mech, but I talked to one where I work as he was leaving. He suggests that you try going back to the original filter. He said that if the new one was plugged somehow that if your pump was really puttin out it would force the oil out. Just passing along what he said. Good luck.<br>Ed

Did you pre- fill the filter? Couple false-starts? If not, wonder if the turbo cooked.
