if we want deisel/gas prices to come down, we need more refining capacity in NA. we're at 95% right now (which pretty much means 100% since every unit in every refinery cannot be operational all the time). without new refining capacity we won't feel much diffrerence at the pump when crude prices drop (and they will drop).

And what would they have done if it was homemade? As far as I know, it's not illegal. Although that'll probably change shortly.

I came up with a pretty good idea for anyone that wants to stretch the law and burn red fuel. Install an inbed tank and gravity feed it to the LP pump and eliminate the stock tank. plug the feed and return lines to the stock tank and fill it with a few gals of fuel. install a fuel guage to the inbed tank (if needed) and use that tank for the main tank. If you are pulled over, they will only dip the stock tank since it is legal to carry red in an inbed tank. The only way you could tell is if the fuel supply/return lines were visable or they opened the fuel filter.
Or you could cut the supply/return lines and install a fuel selector valve and still use both tanks without contaminating the stock tank with red (might still get a little red after selecting due to red fuel still in the return line)

If you use homemade fuel on the road, you must pay the taxes on it to be legal. If diesel is taxed at $0.50 per gallon (pretty common once you consider federal, state and local taxes) you must pay $0.50 per gallon in tax to the appropriate authorities. It's up to you to figure out to who and how much you should pay, if you get it wrong it's your fault, you get in trouble if you get caught. There hasn't been much enforcement on this yet, but as homemade fuels become more popular some people are going to find out that homemade fuel isn't free.

Additionally, section 6715 defines the penalty for knowingly use of, or sale of, dyed diesel,for highway travel.
IRS law also states that refusal to comply with "dipping" also carries a fine(I believe its $1,000, and they dip anyway).
Does the IRS need a warrant to audit your taxes?
I'm no fan of the IRS. And having worked in municipal government for 21 years, I have seen our tax money misappropriated every fiscal year. Its unfair, but this is a tax matter and taxes are rairly fair.

Changing back to green or yellow won't remove the chemical tracer.
They can't fine you for having red in your tank, they have to send it off for testing,
then if they find the chemical, you get fined.
They're also coming up with a way to "sniff" the exhaust, no dipping necessary.
