I wish they would enforce that around here. Not on the upstanding citezens who drive capable trucks but on the smarmy brats who stick an amplifying "Fart" muffler on their 1 liter ricer. Those freeking things are like toothless Chihuahuas, a whole lot of noise but no use at all.

Alering the exhaust is not illegal (in most states)...as long as it is AFTER the cat.

There are some states in which you can not change anything, and others are trying to go that way. Seems that would generate a lot of business for exhaust shops. Same thing is trying to be done with painting. They are trying to make it illegal to buy paint so you can paint your own rig, and force you to pay to have it done.

As long as the noise level of your exhaust is not higher than stock, you are fine. Otherwise, you may get a ticket.

I'm absolutly certain it is illegal to remove your muffler in all fifty states.

Sec. 4909. Prohibited acts

(2)(A) The removal or rendering inoperative by any person, other

than for purposes of maintenance, repair, or replacement, of any

device or element of design incorporated into any product in

compliance with regulations under section 4905 of this title, prior

to its sale or delivery to the ultimate purchaser or while it is in

use, or (B) the use of a product after such device or element of

design has been removed or rendered inoperative by any person.

You should live in our "hood". It's unincorporated and anything goes. Fart cans, straight pipes, barking dogs, gunfire, vulgar language, Harleys with drag pipes, burning hemp, boom boxes, rebel flags, nudity and various forms of unholy entertainment. All believe they have the right to "do their thing" and anyone who complains is the problem. Too bad about the MC pipe thing coming up. I'll have to de-Harleyize my Harley. No one around here ever complained about my list of Cummins trucks rattlin' through at all hours day and night. Now I'm accused of being sneaky.

I know not if that is a state statute or a federal one, but here in VA, you do not need a muffler if the noise level is deemed 'low' by the officer.

And if that is indeed a law, then about 95% of the people in the US have violated it.

I also know you can put any 'comparable' exhaust on yoru vehicle as long as the cat is still intact and functional. The definition of comparable varies.

Where I live I was told a diesel does not need a cat and if it came factory w/o a muffler it don't need one for inspection.I dont get my truck inspected for another couple months,but i was told once you change from a stock exhaust it is very easy to convince the inspector that it came factory w/o a muffler.So I am glad i wont have a problem with my stacks, and for the neigbors(ones right across the street)already dont like us they say the truck(stock)is to noisy in the morning when it gets started.No one else has had a problem with the noise.
