Do you have any tach speed? Is it steady? You have fuel leaking or done injector exchanges as of late?
The 99 trucks, the tach sensor is off the crank and under the VP, just below the stock lift pump. The sensor under the VP is for the tach.
Are you getting any codes?

i changed the filter. it was Black. probably a bad sign.
no codes, no noticeable leaks, idles about 700 rpm without any waver on the tach. i may have posted on here too soon. though i dont know how new any of the parts are, the trucks got 375000kms on it and i cant imagine its still got the origianal vp44 or lift pump.
when its warm at idle there seems to be a small noise. for all i know its the valves. i dont have a barring tool for adjusting them. i havent gone in there either, though i think the recomended service is every 24000 miles.
oh there are codes, for the turbo: p0234 and p0236.

With the turbo codes for over boost and erratic level might just be dirty sensors. pull the MAP sensor out and clean it off with some electronics cleaner, might fix that up.

The barring tool is optional, I use the alternator to turn it over in reverse rotation to set the valves. A little tricky the first time, but is pretty simple. I set mine every 100,000 km.

finally made it home long enough to put some time into the 99. found out i need a 1 1/16 deep socket for the map sensor. but i was able to pull the IAT sensor and i put my K&N filter back in. those seemed to have gotten rid of the turbo codes.

Does it have stock exhaust if so drop the pipe off after the down pipe and run it ... Very good chance you have plugged pipe.
common on the old models with the small kinked exhaust . this is right from Cummins we had one of my old ones on the dyno at cummins and had a pressure gauge on the down pipe ....back pressure = over boost code

it does still have the stock exhaust system. the over pressure is from the cat plugging off? or from an improper bend. it lost the over axle bends due to rust, it just happened to be easier to put a 90 on the muffler so it doesnt heat up the axle as much. i dont think im ready to put an exhaust system on the 99, recent family additions have made an extended cab quite cramped and im not sure how long i plan on keeping it.

There shouldnt be a cat on a 99. It should be a resonator not sure if they will plug like a cat but probably not.
I should have a 1 1/16" deep socket (I will have to check though) and some contact cleaner Red Angus if you still need to clean your MAP.
