Mine is an 03 but I think it works for all 3rd gens. My understanding is the factory tank vent is to low on the tank, there is an air pocket that forms in the tank at the very top. This doesn't allow the tank to fill all the way or takes forever to get an absolute full tank. This mods moves the vent to the highest point to release this pocket, making fueling faster and allowing you to get a full tank.

Diesel does not expand much at sea level-5kft and normal temps. Gasoline however is a very different story. Expansion is exponentially higher when compared to Diesel. It is lots cheaper for Chrysler to just plumb them all the same.
