Does your '03 have a manual transmission? If so the CC set high idle doesn't work. If you have a '03 with the auto no need for the pigtail. No guarantee that the high idle will work with the auto, just depends on the build date for your truck.

i have an auto and i no right now you can not use the CC to set the high idle so how can i tell if it will work ? or do i need to get a pig tail and do it to tell if its going to work ?

 

If you have an Auto and it doesn't work with it enabled then it wont work. The pigtail is for manuals only.

 

If you have the Smarty loaded on your truck and the high doesn't work by using the CC buttons, it's not going to work period. Chrysler neglected to put the hard coding for this feature in the early ECMs.

In park, parking brake set, CC on and use accelerate to bump up the idle.

The only way to get it to function is to swap out the ECM for a later version.
