Best bet is a sharpie, mark 4 spots all around, basically cutting it in 1/4s, then more or less connect the dots and make your cut with a cutoff wheel/radiac, then clean it up with a grinder to make it all even/straight...
Do your bottom mark for the low side of the cut a certain distance(not sure what it would be for that angle, but at least you can eyeball it and measure and go from there)

See if one of your buddies has a 10" chop saw and they usaully have a setting for a 45* angle, i have done a couple like that and it works good, then clean it up with a grinder, works good!

wrap it in duck tape before you cut it and the chrome wont chip off. Find a chop saw or band saw and set it to 45 deg. and cut away.

cut a 7" hole through a piece of cardboard slide it through the pipe then get a combo square or speed sqaure or anything that tells you a 45 degree, set the card board at 45 then mark the pipe using the cardboard as a trace. You might have to cut the card board a little at a time until it fits nicely at a 45 because the hole will end up being bigger the 7" to work right.

if it is a 7 inch diameter pipe, then put one dot on the pipe and then another one 7 inches up and 180 degrees opposite.

You could box it with wood and let the blade cut through the wood and use that as a guide, it should hold the blade at the angle you want.
