2005 fuel return ?
having a problem with a no start on a 2005 , at the cp3 when i crank it should ihave fuel coming out of the return line ? i am not building rail pressure and i am wondering if this is why ?
Is the flow you are seeing only the pump?
In other words, did you isolate the injector return from the pump return so you can tell where the flow is from?
High injector return will negate rail pressure building also.

yes i took the line off at the cp3 and it comes out of they as soon as you crank the truck . so is that mean FCA ? i have a no start no problem , the truck was runnnig then just died .... and have no codes
Pull the wiring plug off the FCA and try to start it. That should throw full pressure to the injectors and see if it will start. If it does it could be the FCA is stuck closed. If it doesn't start it is probably something else.
The COV controls fuel to the return circuit, thats the black culinder with what looks like a ball in the end of it.
I hesitate to say take the rail line loose from the CP3 because that is pretty high pressure but if your careful and don't crank it too much you should be able to see if it is presurizing the rail.

What mods do you have to engine?
Have you checked the rail pressure relief valve to see if it is stuck open?

i tryed the wire off the fca , made no differents , but when it's off and i shack it it's really hard to hear the ball inside of it .

ISSPRO EVA2 series rail pressure gauge is a nice unit and easy install. DiPricol also has one.
Shaking the FCA is not always an indication it is bad, just happens that way sometimes. Either you will need some gauges or a scanner to see what the ECU is demanding as opposed to actual, or start replacing parts. The FCA is around $120 and a definite possibility.
Its tough with a no run condition to track the problem.
