Very common, water got in the connector to the WIF sensor.
Either live with it till it drys or goop the connector up with dielectric grease to waterproof it.

If you ever pressure wash your engine compartment, Be sure not to hit this side to the fuel water seperator much.

That canister is the 2000 an up version. 98 and 99 had the older style all metal canister with the two test ports on the top. I am unsure if it would retrofit back to a 98 or 99. Even though you have the older canister, you still have a fuel heater, its just in a different spot. Most likely at the inlet to the fuel canister as that is how the newer style is setup.

In this next picture you can see the heater. It is the black ring at the top of the canister. Fuel comes into the canister and goes through the heater ring BEFORE going to the filter.

Hey JR...

Did you pull your filter housing for the post or was there another reason why you had you filter housing off?? I'm Curious...

No not for the post. I was replacing the lift pump. I got really good access to it by removing the filter canister. I was replacing all of the banjos with Hi flows anyway so 2 banjos, 2 10mm bolts and 2 electrical connections and it was out. Fairly easy project over all.
