Changed fuel filter now problems

Well, I changed the fuel filter on my 24V 98.5. Waiting for daylight so that I can better see what I'm doing. Did the 20 second prime twice,I did not hear any buzzing. Did a key crank for about 15 seconds, nothing.
Will have to check to see if I plugged my water sensor back in. Is the pump in the tank? Will the sensor not plugged in cause it not to start?
