Wont shut off

well heres the deal, I dont have a 1st gen but someone brought one to work today ( i work at an international dealer) Everyone loves the 2 diesels, but ones a 99 and the other is an 04, And i thought i had proven my knowlage of these engines pretty well, But this kinda stumped me

When the fella would shut the key off the truck wouldnt shut off, Kinda studder but thats it, I went to look at it and culdnt find the shutoff on the pump, Is the VE rotary have an internal shut off that you cant move from the outside? It really had me stumped, I would imagine the shut of fwas just stuck but when ya cant help them out and your soposed to be the "guru" on them it just kinda like well bummer :P

Reason im supposibly the guru. THis site helps a lot haha. But the 99 has the 480 hp to the ground, and we had a f series 700 come in few weeks back wit htehe 5.9 in it and needed an injection pump, I told the fellow mechanic what test should pry be run but wasnt 100%(wasnt sure if it was just dodge or not) but i turned out right so made me look smart anyway haha.

A 99 isn't a 1st gen. Maybe I misunderstood you. I'm not sure about a 99 but the first gens with the VE pump have a manual shutoff lever. I'm not sure about the P-pump models but if you blocked the air intake it would shut off.

If you are working on a 1st gen the manual kill lever is right on the side of the pump. Little lever pointing straight down. Is about 2" long and rotates forward if I rememeber right.

The electric shutoff selenoid is on the back of the pump above where the high pressure lines come out. Has two wires attached to it.

There are some pictures here that show alittle of the stuff.
http://dodgeram.org/tech/dsl/more_power/Power_ve.htm

The electric shutoff is by the power screw pointing up.
The manual is the levver on the pumps side in the other pic.

I was going to post a pic for you but I couldn't figure out how. I put a pic in my gallery for you to look at. I have my finger on the shutoff lever.
