What is this/ purpose?

I was looking around today under the hood and I noticed a plastic looking thing directly above the Lift pump.
It runs from the back of the Block to the front of the block on the drivers side.
By the Way, it is black and appears to be plastic.
What is it and what is its sole purpose.

Dus it ty into the fuel return line? if so its coming from the inj return line on the passenger side of the head.

either then that....I don't know

Insulation covering the tappet cover. I guess its there to cut down on the tapping noise.

How loud would it really be if it somehow dissappeared?

Not to sound dumb, but seriously, how much sound is it going to stop!
