starter solenoid not working properly??

Has anyone here had problems before with the solenoid on the starter not wanting to move forward? As if there is not enough magnetic force to draw it in, no matter how much power is available. I've disassembled it as far as I can really go and have determined that it is not binding or catching on anything. Some extra lube on the shaft helped on the plunger and also up where the starter gear is but it still won't move forward on its own. The only way to get it to pull in is to nudge the end of the plunger a bit while applying power, and even then it moves very slow. The only way I could feasibly make it work for me for the time being is to put some spacers between the end of the plunger and the cover plate so the plunger is already sitting partly inside the coil.

I was hoping I wouldn't have to replace the starter, but this is starting to look that way... Any ideas/comments??????

I have only been applying power to the small stud which I believe is correct (for the solenoid).

I guess I couldn't use the spacers because then the starter gear would interfere with the flywheel
