Grid heater not working properly

Grid heater not working properly

It's been getting cold around here... Twenties to thirties in the morning. Now usually the wait to start light stays on for quite awhile at these temps. But it hasn't done that yet this cold spell. And when I fire her up, she kinda coughs and there's some white smoke for a few seconds... How do I check my grid heater? Relay somewhere?

relays are over by the battery on the passenger side. Check for voltage at the terminals. I think there is also a fusible link going to them
