No Charge / No A/C
Yesterday as I was driving my truck, The A/C quit working and the truck quit charging. The blower motor, windows, and radio still work. I have the fuel shutoff solenoid replaced with a cable.

Does the tach still work? If not then possiblle cranksensor. if there is no RPM signal The PCM will never energize the ASD relay or send power to the generator, in turn all the components listed will not operate.
Probably ruined the crank speed sensor, replace it and set it at .050ish, business card works just as well. Bet the rubbing ruined the sensor, needs tach signal to tell truck engine is running.

Upon further investigation, the tach only works part of the time. When the tach does work, it charges too. But when it charges the wait to start light is on. When it quits charging, The wait to start light goes off (along with the brake and ABS light that are always on). If I turn the key to the start position, everything works like normal for a few seconds.

This ain't what you want to hear, but your PCM is losing it's mind. Often that is just intermittent connections or bad grounds, but sometimes the PCM is bad.
Judging from what I've heard so far, I'd go with the bad connections being most likely.
Start with cleaning and tightening all the grounds. Then clean the connections under the hood. At least pull them apart and hit them with some WD40. First one to go after is the CPS connector top front on the engine. Next one would be the 10 way plug under the intake manifold.

Having the wait to start light on all the time sounds like PCM to me. Try a fresh crank sensor first since yours has been rubbing.
