The Voltage is regulated by the computer. Could be a bad ASD Relay, there are a couple relays on the fender, swap the front (ASD) and rear (A/C) relays.

There is more info in the sticky.

Here is a work around if the PCM isn't doing it's job.

As was said, try swapping relays. Does the A/C, OD, and cruise work, if equipped? If all that stuff is out you still have crank sensor issues and you need to look over the worrying very closely, especially at the front of the head. You can also sneak the sensor gap a little tighter.

My bets the crank sensor is bad if your ac, and overdrive don't work, that is a really common sign that its your crank sensor, also make sure you check your asd relay, it cheap and alot of the time that's the problem

No it's a 5 speed and when I get off work I will mess with the asd relay but if I have to I will get a crank sensor but I don't want to be a drug store mechanic and just start buying parts I would like to narrow this wiring night mare down and fix it

You can switch the starter relay and asd relay on the left fender they are the same, that will tell you if its the asd relay or not, that's what was wrong with mine
