Leaking fuel

Leaking fuel

I have changed a couple fuel filters now and still have a leak that looks like is coming from plate above fuel filter .I have tightened the stem what the fuel filter screws on to but did not stop the slow drip or wet area.Is there a gasket suppose to be there?I have taken it off and seen no gasket.The two gaskets are still on the filter.
It's on the 91.5 year model.....
It's getting agravating at this point......

You need to replace the fuel heater gasket. It's a square cut o-ring, Cummins or the Dodge dealer can get it for you. The pipe that the filter screws onto unscrews from the head, and then the fuel heater falls off.

I did not find no o-ring there but I put tape on top side of threaded stud and seem to solved the problem..
