Well I can officially say that new relays did not fix the problem like I thought but I did get the lc relays that have a much louder sound, which I like.
So I guess now I keep playing with wires...

finally fixed it, there was a cracked and corroded wire 12" from the battery. Was only held together by one copper strand. Explains why I was occasionally getting voltage at the fuse.
