grid heater not working?

Hi again,I went to go fire up the truck this morning and my "wait to start" light and buzzer never came on.It's -25 deg. celcuis, but I had to go to work.So my truck struggled to get going,I noticed something wierd;when my wipers came on my radio would quit for a second?
I ran the truck all day with no problems.
My questions are did I melt a fusiable link, relay,or solenoid? The previous owner looks like he had done some splicing around the solenoids?
I was already in the "sticky" to get as much info before freezin my edit off today with a test lite. There was no "check engine" lite?
any advice?

When the truck is plugged in the grid heaters are not likely to run. If the block heater can get the engine temp up to 59 F then they will not run.

Oh, so the bulb check didn't even work. Was the battery charging?

That's weird. The bulb check should work even if the IAT sensor is bad, and if the whole PCM was dead then the truck shouldn't charge. I can't say I'm sure what the problem is. I'd start by checking the IAT sensor (right behind the grid heater). If it's an open circuit or a dead short, it's bad. The resistance should change with temperature.
