Intake Grid Heater Not Working On Startup

My wait to start light no longer comes on at startup. However, the grid heater seems to be working after startup, because head lights dimming and heater fan slowing down in cycles. It then stops at around 20 mph. Any thoughts or suggestions would be greatly appreciated.

The grids are supposed to stop if you go over 17 mph or the intake air temp exceeds 50F.

I think the only problem is your wait to start bulb is burned out.
