if i put an electrical tester to the incoming line and on the positive battery cable it reads right at 14.7 or 14.8 volts... should i assume the the voltage regulator and the alternator are fine?

ok i have another update... at idle i read somewhere around 15volts. if i raise the rpm the volts raise with it... i think i raised it up to like 40+volts or some... and the rpm wasn't all that high. so is it the voltage regulator?

yes you need a new regulater . Voltage should be 14 to 15 volts.

ok the new regulator didn't fix it... and i even ran a 14 gauge wire from the regulator directly to the ground the the alternator uses... please help at 3/4 throttle it's still reading 40+volts (don't worry it's not making it to the battery)

next thing on the list to replace would be the alternator.

Check the wiring. It sounds like the alternator is full fielded. There is nothing wrong with the alternator if it can crank out 40 volts.
