You could do what I did after I found the switch coupler melted
, hard wire a on-off switch so I have all or nothing!
The biggest wire is the feed and the bottom wire is the high speed setting. Hope this helps,
Jon

Wire Color/Coding
10TN is a 10awg wire that's Tan in color. 16BL is a 16awg that's Blue in color. 12LG is a 12awg wire that's Light Green in color. . . . Get it?
The prefix: C7 or C12 might be Circuit 7 or 12 of a given group. Not sure of that.

First thing is to figure out how you can have 12V at the connector with no voltage at the switch.
I know that does not answer any of your questions. But further investigating seemingly contradictory bits of evidence often leads to root causes.
Keep going,
JP.

Check the switch. If it dosen't work at all it is usually the switch (assuming the motor is good). If it only blows one speed it is usually the resistor.(behind the glove box ~$15 @ the dealer)
