Usually when the metering orifice in located in a straight section of the line it can be removed with a pair of needle nose pliers by grasping the end of the flag and pulling it straight out.
That is what it looks like in the picture although it is kinda small.

Most of the later 70's GM's use this style of an orifice, I have pulled and cleaned many of them.
