92 350 need some help

I got a 350 bucket truck, it has to be started everytime with starting fluid,
you can bleed the inj all day long and nothing. You get a little bit out but not enough.

The fuel solonoid is working just fine, I even took the plunger out and still nothing. Not pulling air (I isolated the fuel sys at the fuel pump), and I tried shutting off the return line.

Truck runs fine, but as soon as th engine stops turning and ya try to start it again nothing, so its hard for me to believe its loosing prime that fast.

As far as compression IDK, doesn't seem to have ecessive blowby, I'm sure its got alot of idle time but the truck only has 160k.

I haven't gotten a chance to check the timming yet, when running the FP is only about 5-10psi, but I hooked it up and ran it with a electric pump and still nothing.

I'm at a loss any help or suggestions would be great.
Thanks guys

Are you saying you don't get much fuel when you bleed it or that there's no air coming out?

Try feeding the VE directly from a can of fuel.

I did feed the VE directly from a fresh can of fuel, started it on the can with the help of starting fluid pumped the return back into the can let it run to clear any air from the system shut it off and tried to start it back and again nothing.

Theres just some fuel dripping out when you try and bleed the lines (not enough) no air though.

But I'm at a loss, dunno it the gov isn't going into the start position when the engine shuts down or what, or if thats even an issue with these pumps.

Try holding the fuel peddle to the floor while starting. Sounds to me like the governor return springs inside the pump broke and are not full fueling like it should to start.

You can hold it to the floor and it doesn't even try to hit.
