What do I do with this pre-heater ?
What is the bext way to remove this pre-heater and will I see any more HP from this mod ? If no HP increase why not leave in place ?

Many people have tried.
Removing the grids will gain you about .0001 hp at the most.
Don't mess with them.

I guess if its warm enough where you live then leave it unhooked. But based on your address, I would tend to leave it active for cleaner starts. The grid heater is the only start aid the Cummins has.
