Is there a drain in the vac pump that could be pluged or what.

Did you replace the very thin o ring in the vacuum pump? Did you install the seal the right way and in all the way? Was the shaft grooved where the seal rides?

Is it engine oil or power steer fluid? If it is engine oil I think you just answered your own question. The groove in the shaft. If you had not knocked the seal in all the way where the seal would ride on a better area of the shaft you may have been OK. You may have also knocked the spring off the seal when you assembled it.

My 98 was leaking very bad friday. Oil was pouring out.
I purchased the seal kit from local Cummins Store. About $11. Had all the orings, gasket, and double lip seal. Also had some very good instructions included.
The surface the seal runs on is the power steering shaft. Mine had a very slight wear, so I seated the seal to the original spot.
If I were to reposition the seal, I would try to find some washers about 1/8 inch thick. I believe you may find these at a farm supply store. They are are called machine bushings instead of washers. I would not press the seal partway into the housing without having some thing to seat it against.

It did fix my leak.

Also I seperated the PS pump from the vacum pump in the truck. Saved having to bleed the PS.
When I went back together, I removed the studs from the PS pump and had to trial and error to get the coupler to align up, then I put the studs back in using the double nut method. I would make note that there is a short oil supply line from the bottom of the vacum pump to the block. Use a # 14mm wrench here. all the others use a #15mm wrench and or socket.
Took me all day working a little and taking a lot of breaks. 76 yo guy here.
Piece of cake job!!

Hope this helps someone else.

Tom

Is it coming from between the 2 pumps?
Could it be that return line from the vacum pump to the engine?

sounds like the seal might be reversed.
The sharp edge goes toward the front of the truck.
