Should there be a silicon seal between the vac pump and engine?

Should there be a silicon seal between the vac pump and engine?

Well, in my quest to figure out why I don't have any ps, I took the vacuum pump/ps pump combo off tonight to see if the ps pump is getting driven. Sure enough, nothings wrong in there. So, before I bolt it back on, I noticed there was a little bit of silicon on the outside edge of where the pump mates to the engine. Should I put a little silicon around the mating faces before bolting it back up?

That slight leak at the high pressure line going into the steering gearbox musta caused a massive airlock or something. Hopefully I can figure it out tonight, I wanna drive my pickup home!!! I'm having drawbacks... it's been a week and a half!!
