I have been wanting to run a bypass filter setup like the Franz filter system but I'm not sure how to plump it with the twins, would running a tee off the filter block be alright or would that not leave enough oil for the second turbo, or is there any other place to plumb in the bypass filter.

 

The frantz system uses a flow restricter to limit the amount of oil to the filter. The idea is to slow down the oil so the filter can grab as much trash as possible.
You could take some flow measurments at idle and see what it looks like. I used brass and tapped off of the existing fittings in the oil filter housing. You could also contact the manufacturer and ask them.
