noob performance questions

noob performance questions
i have been searching and i havent found the answers only discussion. can some one explain what the 3k gsk is and does? the best i have found is a spring that allows the auto tranny truck to run 3k rpms?
what is a 10# fuel plate? home many pounds is stock? is 10 lbs the fuel pressure it allows? cause that doesnt seem like much. and where can i buy them ,i havent seen them listed anywhere for some reason?
are these two mods with a scotty II and exhaust a good start? will they help fuel economy? and is it going to be too much gain on a stock tranny?
sorry for all the n00b questions but when i searched i just keep getting yes do this or no dont but never any speks about hp/tq gains, and what exactly they do. sorry for the elementery questions.

3k gsk = Allows injection pump to rev to about 3000 rpm before defueling. (My 94 used to start to defuel at about 2000 rpm. It is concidered by many the best upgrade to a 12 valve - especially 94 & 95 models, and I agree.)
fuel plate = A plate which tells the pump how much fuel (maximum) may be sent to the engine at a given rpm. (A #10 plate does not refer to weight, but the cut of the plate. A 10 is considered by most to be the best all around plate.)
