I need to know shoudl I do a hx35/ht3b or would I be better off using a HE351 over the 3b. Look at the fuel I have

There was a guy on comp diesel forum that built a HE351 over a HT3B twins, so you could do a search there.
That combo seemed to work good, spooled awesome but I don't think it would a hot ticket for a big fuel truck as that HE351 is too small for big power, unless you run an external gate. The guy had a video posted on u-tube, sorry I can't find the link.
I've run both the S475 and the HT3B as a primary. Both work good in twins configuration and have there good points. Which turbine housing you looking at?

The guy had lift pump failure on the test drive.

I know a little something about Steve's setup since I did the exhaust housing and piping. I've had nothing but good luck with my set. Pulls a trailer great, even with the 200 horse injectors.
I've had both the hx and he as top turbo's but the hx had a 38 mm external gate on it. The he with the wastegate hole drilled out to 1 inch controls it great. The spring wastegate works good also, I have put a double spring on mine and it doesn't compress the spring as much as it used to.
The he has been set from 18 lbs. of boost up to 36 lbs. of boost but it seems around 24 to 26 is the best spot for it to be set at.
For a small set of street twins that are driver friendly I don't think you can beat the he-3b setup. I've not run a s400 under one yet so I can't give any input on that setup.
Is the super b a 64-71? That might be a little laggy in a twin setup. I think that's about the same turbo RonA is running with a 480 and getting almost 900 horse out of.

Have you bought the turbo yet? Similar money can buy you a garrett 3788R, which will spool like the S362, but flow air like the S364. You have a local turbo shop? Ask if they carry borgwarner turbos? Save a few bucks...
