check your grounds. i had a 86 toyota auto that wouldnt shift into od with the lts on it was a bad ground to the chassie. or mabe a temp sensor. some trucks wont go into o.d untill they are up to temp and that could explain the grid heaters not working. good luck

Had the same problem on my 90. I turned out to be the two pin connector that goes to the module, if I remember correctly the wire comes from a thermistor or the temp sensor, was five years ago.. It looks clean and all that but would not work. I think I used dental picks and stuff to clean in there and fix it so they worked. I spent months trying to figure it out. So be very sure the connection is good, there is no voltage so it has to be a very good connection.
Hope this helps you out.

Will the truck not crank or it just the WTS light not working?

Clean the connector at the PCM, crud in there will cause all kinds of trouble.

I Can Get The Truck To Start By Crossing The 2 Big Solenoids On The Left Fender And Send Power To The Grid-after The Truck Is Running The Wts Light Starts Flashing Fast Clicking A Relay Out On The Fender. ?????

Sounds like a bad ECM/PCM. The 93 i have did the same thing, i tried every trick in the book and finally tried a ECM off another truck and all problems were solved. There not very expensive, 212 out the door from the dealer. Does amp meter show the truck is charging when it is running? That was also a problem i had and the new computer solved that.

it wont start on cold mornings--after i jump the relays it starts fine but the wts comes on then and stays on until it warms up,also someone ask me earlier if the amp meter was working and i thought is was but it isn't. when the truck gets warm the wts light goes out and the amp meter starts working and overdrive kicks in ???

Sound temp related for sure, will the truck crank before you cross the relays, just not fire?? Or will it not even crank before you cross the relays? What happens when you get the truck up to temp and everything starts to operate normally, (ie charging, overdrive ect.) then you shut it off and try to start it again? Do you need to cross relays or will it fire right up?
I still am putting my money on a ECM/PCM.
Mine was the opposite of yours, it like the cold weather, but once the truck got warmed up, everything stoped working.
