What it is telling you is that the power level to the brake light switch is in excess of 8 volts.
The brake light switch does not directly actuate the brake lights, but tells the PCM to do a number of functions, one of which is to actuate the brake light.
The most frequent cause is a broken filament grounding across to a hot lead on a tail light circuit. This is most often in a trailer brake.
If it is not something simple like that, then you wil need to have it scanned and may have a problem with the ECM or one of the relays.
